PSYchological OPerations are a broad category of warfare techniques that are used against citizens, soldiers, and leaders in both in times of war and in "peace time", to shape the way they think. Wikipedia has good coverage of psychological warfare, a term to encompass the variety of individual PSYOPs that are performed.
