Talk pages are a place to discuss freely without pressure of messing anything on the wiki up. Just open a thread on something you are interested in, and post a comment. Simple. Wikipedia uses talk pages for articles, and you can think of these in a similar fashion. Or you can chat about any old random thing.
You won't see discussion pages unless you're logged in. Once you log in, right below the table of contents and topic image, you'll see a button "Discuss this ___". Go there to see the talk page for that topic. If there are no threads, make one!

Each Issue can be deployed to a Location to create a "Local Issue" page, where users can measure an Issue's impact on that Location, and discuss things that are particular to the community.
